The development barons come up with new goals to profit from aid, the Outrageously Magnificent Goals (OMGs) and hire IDS to consult with ‘the people’. Unsure which team should get the bid to consult with ‘the people’, the institute comes up with a competition to find out who, at IDS, has the Development Factor!
